Dr Bloom suggested that the group should work their way back from this point to the present – considering two aspects of the project:
1) The ‘Popular’ thread, which would include consultation, rolling exhibitions in the High Street, the churches, the schools, local businesses, artists, etc.
2) The ‘Formal’ structural aspect – term of reference, the College of Arms, the legalities, statutory requirements, etc.
Dr Bloom suggested that he could have a discussion with St Dunstan’s Head-teacher: “how best to involve the history and the art”.
Barry Taylor proposed a series of items to consider, including: technical, legal, social, and financial.
He suggested that the group need to present the Town Council with a carefully thought out, properly considered plan. “To get into project mode!”
Dr Bloom asked “how to consult the town?” Suggesting that rather than it being a ‘for or against’ poll, it should be: “There is a process, please be part of it!”
The ‘consultation’ is for people’s ideas to be sent in – what they wish to contribute.
Daniel Salter mentioned that he had “a sense of feeling about the design”, asking“ are we looking to appease existing Councillors who may not consider change if they don’t know what it means?” Lokabandhu reflected that there might be “influences pushing the process off course”, but felt that the emphasis was on “a clear reason for proposing change”.
Cllr John Coles told the group that Glastonbury was the ‘cradle of Christianity’ & the location of the first Christian Church in the world. “We are a Christian centre”.
Ishtar Dingir commented that Glastonbury had been an important Spiritual Centre prior to Christianity.

Dr William Bloom led the group in a dynamic project planning exercise,developing a milestones map and creating a time-line.
The structure was laid out on the Council Chamber’s meeting table and recorded.
Cllr Cousins was tasked with developing a draft Project Plan document within 3weeks – which would be circulated to the Working Group for comment, additions,and amendments.
It was agreed that Ishtar Dingir and Dr Bloom would work on a Press Pack for the local paper[s] once the first draft had been approved.
The group aims to have a project plan submitted to the Town Council for the Full Council meeting on Tuesday 8th April 2014
The time and date for the next meeting was set for 7 pm, Thursday 6th March 2014, in the Council Chamber, Glastonbury Town Hall.
